If someone did not pay the community fee, the community management committee may block the pass card, and then the person can not open the door and take the elevator. We might think about --- the community management committee has the right to do that?
In this case, it depends on the contract which had signed by the buyer. If there are no terms mentioned about that, then the community management committee does not have the right to do it. But it does not mean that the committee can do every thing if the terns mentioned.
For example, if it is mentioned committee could block the elevator, the committee has the right to do that, because the person can go up stairs to get home. If it is mentioned committee block the door, the committee has the right, but if the person has to get in or go out, the committee should open it for the person. So that, if the committee can’t open the door for the person immediately, then the committee can not block the door. Because the person has the right to get home and go out from it.
