If someone did not pay the community fee, the community management committee may block the pass card, and then the person can not open the door and take the elevator. We might think about --- the community management committee has the right to do that?
In this case, it depends on the contract which had signed by the buyer. If there are no terms mentioned about that, then the community management committee does not have the right to do it. But it does not mean that the committee can do every thing if the terns mentioned.
For example, if it is mentioned committee could block the elevator, the committee has the right to do that, because the person can go up stairs to get home. If it is mentioned committee block the door, the committee has the right, but if the person has to get in or go out, the committee should open it for the person. So that, if the committee can’t open the door for the person immediately, then the committee can not block the door. Because the person has the right to get home and go out from it.

Community fee is occupants paying for community management as hiring a security guard, wishing stairs, and some things like that.
If a person just bought a second-hand apartment, and days later, the community management committee asks the person to pay the community fee for the payment which is not paid by the ex-owner. Does the person should pay it or not?
In this case, the person usually does not have any responsibility to pay it, because the payment is happened before the person buying the apartment.But if someone bought the foreclosed apartment from an auction of the court, the situation might be different.It depends on the publication of the court, if it was announced the buyer has the responsibility to pay the community fee which is not paid by the owner then the buyer has to pay it. In the opposite side, if it was not announced, the buyer does not need to pay it. So when we want to buy a foreclosed apartment from an auction of the court, we have to see the publication carefully.

Best Friends
Best friends are important friends in our life. There are many kinds of friends we have, new friends, old friends, casual friends, and best friends. But for the best friend, everyone at least has one, and all people need them. We usually share our opinion with best friends, want them to company with us when we feel sad, give us advice when we need help. And we also take our time for our best friends when they need us. People might think that having a best friend is more important than having other friends. If we could just have only one kind of friend, best friends or another kinds of friends, most of us might want to have best friends. That is why we all have at least one best friend, and they are important for us.

The usual bad reaction form the leaking problem--
Sometime, no one wants to face this problem. For example, if your roof is leaking, then you ask your neighbor to repair it, he might refuse your request, and tells you why does he have the responsibility to fix it. Or some people may say no problem but they don’t do anything later.
The method for solving the problem--
What should we do when we meet this problem? We could ask a plumbing technician to analyze the problem, after that we could know who is the person has the responsibility to solve the problem. Sometimes, we could fix it then ask the person to pay.
Analysis--
The pipe owner has the responsibility to fix it.
The public pipe, all occupants share the payment, or the community management committee to solve the problem.

On one day, your doorbell is raining, when you open the door, a neighbor tells you that his roof/ceiling is leaking/dripping, and explains that it may cause from your broken water pipe, then asks you to fix it, or the problem is happened in your home, and you ask your neighbor to fix and solve this problem.
If the leaking problem is happened in your home, and when you asked your neighbor to repair the leaking problem of your roof, then your neighbor agree to do that. I have to tell you, you are a lucky gay.
